The SURGE Initiative

Welcome to the SURGE website, your resource for renewable energy project compliance and reporting. The Solar-Utilities Reporting, Guidance, and Education (SURGE) initiative, directed by the California Public Utilities Commission (CPUC), helps contractors understand and navigate prevailing wage reporting requirements for eligible projects subject to AB 2143 and PUC §769.2.

The SURGE website provides the tools, guidance, and resources contractors need to successfully submit required payroll records, understand reporting responsibilities, and maintain compliance throughout their projects. We invite you to take a look around!

How to Comply with AB 2143

Complete Department of Industrial Relations (DIR) Reporting Requirements

Important: Before using the SURGE Compliance Portal, Contractors must complete their required reporting with the California Department of Industrial Relations (DIR).

Some of the information generated through the DIR is required to complete your SURGE registrations and submissions. To help ensure a smooth registration process, Contractors will need to complete the following DIR requirements before using the SURGE Compliance Portal:

  • DIR Contractor Registration (Prime Contractors and Subcontractors): Obtain your Public Works Contractor Registration (PWCR) Number, which is required to complete your SURGE Contractor Registration and Certified Payroll submissions. 
  • DIR Awarding Body Registration (Prime Contractors): Awarding Bodies must register applicable projects with DIR before the project can be registered in SURGE. Per AB 1104, the Prime Contractor is now considered the Awarding Body for AB 2143 projects. 
  • DIR Project Registration (Prime Contractors): Obtain your DIR Project ID, which is required to complete the SURGE Project Registration.
  • DIR eCPR Upload (Prime Contractors and Subcontractors): Submitting Certified Payroll Records to SURGE does not replace your DIR reporting requirements. Contractors must continue to comply with all applicable DIR reporting requirements, including uploading Certified Payroll Records (eCPRs) to the DIR Public Works Portal. After completing those requirements, Contractors must also provide copies of those Certified Payroll Records to SURGE for projects subject to AB 2143 and PUC §769.2.

Complete Solar-Utilities, Reporting, Guidance, and Education (SURGE) AB 2143 Requirements

SURGE Contractor Registration

All Prime Contractors and Subcontractors must complete the SURGE Contractor Registration. This is a one-time registration.

Once approved, you will receive a Contractor Identification Number (CIN). Keep your CIN, as you will use it for all future SURGE submissions.

SURGE Project
Registration

Only the Prime Contractor must register each project subject to AB 2143.

After the project is approved, the Prime Contractor will receive a Project Identification Number (PIN) and must share it with all Subcontractors working on the project.

SURGE Certified Payroll Submission

Prime Contractors and Subcontractors must submit copies of their Certified Payroll Records (CPRs) for each applicable project using the SURGE Compliance Portal.

CPRs must be submitted at least twice each year by July 1 and December 31.
